How Remove Watermark from PDF works in your browser
Two kinds of watermark are detectable. Some software adds one as an annotation or as a form XObject repeated on every page — its own object, tagged as such, which can be identified and deleted cleanly. The page then returns to exactly its original state, because the underlying content was never touched.
The harder case is a watermark merged into the page content stream itself. Separating it from the content it overlaps means editing drawing instructions that no longer distinguish between the two, which is why automated removal of a merged watermark often leaves artefacts or takes part of the page with it.
This tool detects and removes the first kind and tells you when it is looking at the second, rather than damaging the document to produce a result. Scanned pages where the watermark is part of the image cannot be separated at all — there is one picture, and the mark is in it.

If the watermark was flattened into a page image, the pixels are part of the picture itself. There is no lossless way to recover what was underneath, so the tool tells you rather than guessing.
